    Hi,

    During configuration of Map Manager app I can't find the right way of setting up the web map. ArcGIS Portal URL value and map service are added, but there is no base map on the GIS representation screen.
    Any suggestion will be highly appreciated.

    Check your WebSphere settings and be sure you have a signer certificate for ArcGIS there.  I am guessing you have certificates for your local Map Services from your Portal.  But this is a frequent issue when the ArcGIS Online base map services do not appear.
