If you follow the instructions on the link Gladstone shared you will eventually find it, but just in case if struggle, you will find the binary in this link since the Chrome version you have is 119: https://googlechromelabs.github.io/chrome-for-testing/#stable

You will have to double-check considering your system config, but the one you most probably need is chromedriver for win64. Just copy the URL and download it by pasting in a new tab.
