The Performance Monitor can currently be enabled from Planning Analytics Administration (if you're an Administrator in PAW). Sounds like George already confirmed this detail with you.
We are planning on adding a option to enable Performance Monitor in the PAW Modeling Workbench as well. This should show up in a PAW release before the end of the year. This will allow modelers (Admin in TM1 but not PAW) access the same feature.
I'm not sure why PerfMonActive would work in one environment but not the other. The behaviour is specific to TM1 models, not the PAW environment. Does it not work for any database in the DEV environment?

Within this post, George describes under "Cube Information" how to turn the Performance Monitor on and off.
