When a user uses, via a third-party portal or not, a parameterized Cognos URL to run a report,
and this user does not have the permission to access this report, the native Cognos portal is displayed with an error message :
 "Unable to load requested view. Displaying home view Instead."
We want to be able to avoid this scenario, and display, instead of this Cognos screen, our own custom html page that will tell the user what to do or which hotline to call .

If anyone has faced this problem before or has any idea ?
