WebSphere Liberty fixpack releases are versioned with the year of release as the first number. There has never been a Liberty fixpack with a major version of 9. WebSphere Application Server Liberty Core is a product versioned at 9 and the Liberty runtime fixpacks do not follow the product versioning.
