it is always on incomplete

the error 

The management console failed to get all of the necessary information from the managed system. Refresh the internal representation of the managed system on the management console by using the Rebuild task. The Rebuild operation does not disrupt the operation of the running server. If the rebuild is unsuccessful, refer to 'Correcting an Incomplete State for a Managed System' in the Operations Guide for the HMC and Managed Systems, SA76-0085.

I've trying to rebuild System many times.  still on Incomplete. the Power 9 server is in the same subnet with vhmc in vmware.

the Power 9 has been re-iped and move to new location. ASMI has the new ip .

Does ASMI is on the same subnet than the vhmc ? Do you ping the ASMI IP from HMC ?  From another pc can you connect to the page of the Asmi ?

ASMI only can access via https, the port 22 is " port 22: Connection refused".

How to enable sshd from https, I can see the network services blow it there are two Network Configuration and Network Access.

seems nowhere to start up port 22
