Hi. Thats correct. You cannot migrate a v7R3 to POWER10 without first updating the LIC to the correct resave and having the corresponding TR installed.
You need to perform a LIC SLIP install in POWER9 (plus PTFS & TR) to ensure the proper LIC resave before booting on POWER10 hardware.
One more thing: All POWER10 models support V7R3 (with the appropriate LIC resave) except the 9028-21B (S1012) which does not support that version at all.

Hello, I believe IBM Power-10 does support IBMi OS version V7R3 with correct TR level. I suggest you should go through with the below link before proceeding.

I have to migrate the V7R3 full system partitionon Power9 to native partition on Power10 .
Power10 got NVMe disks.
I booted with USB latest V7R3 LIC available.
created namespaces 200GB using macro. formatted as well. namespace is showing as DD001
getting message following
Error:
A device could not be selected to be the load source.
Return to Dedicated Service Tools and run diagnostics
to determine why a device could not be selected.
Correct the problem and install the Licensed Internal Code
again.
