Another browser (so no cache), another user (so no issue with a specific profile)
You might want to disable all extensions with the following command: <webserver_name>:<port_number>/bi/?factoryMode=true

Don't forget to exclude files from virus scan (from my previous email).
Last idea, if you are reading to read logs, you can setup diagnostic logging to troubleshoot Cognos service startup problems.

Here is more detail. What is happening is that Cognos itself starts in about 2 minutes which is normal. What the issue seems to be is loading the webpage. Navigating to Cognos it just spins and wont launch. I see a bunch of CMQUERYMULTIPLECACHE lines in audit log that take forever. Seems like once those are done after about 20 minutes the page will load. I am going to delete the indices folder and try that.
