    My interpretation of this is that all users should be allowed to use Navigator, especially those with *ALLOBJ.

    There are no individual users listed.

    However, when I try to use it:  NAV_300040: User rob has been restricted through function usage ID QIBM_NAV_ALL_FUNCTION

    Might have something to do with the IPL after putting on the first cume and groups.  WRKSBS is missing some subsystems.
