Here is what I would try, in order:
1. Post the complete message text here, not just the code, and tell us exactly where it appears: on the bob.ibm.com/trial form, right after the IBMid login, on the link in the welcome email, or inside My IBM. The wording after the code and the position in the flow narrow things down a lot.
2. Log into My IBM (myibm.ibm.com) and check your products and services: sometimes the trial instance actually got created and is sitting there in a failed or in-progress state, which then makes every new registration attempt fail. If you see a Bob entry stuck, that matches the threads above.
3. Rule out the usual suspects of IBM trial registrations: an IBMid that already had a Bob trial (it is one trial per identity), a company email domain already tied to a corporate account, a stale browser session (try a private window or another browser after clearing ibm.com cookies), and the country set in your IBMid profile, since trials are not enabled in every geography.
4. If none of that moves it, treat it as an entitlement issue rather than a product bug: open a case with IBM Support for IBM Bob quoting the exact code BZSMS3061E, the timestamp and the IBMid email you used.
