In Maximo Mobile 9, is there a way to implement a notification using the configuration tool or automation script that notifies users when their work order is out of sync with Maximo Desktop?

For example, we are looking for a way to implement a warning message on Maximo Mobile for the following: 

1. User A goes offline
2. User B updates a work order field on Maximo Desktop to '123'
3. User A updates the same field to 'abc' while offline

Expected result:
When User A goes online, they will get a notification their work order is out of sync and have the option to update or cancel their change.
