The IBM License Metric Tool is free of charge, so nothing that the customer has to pay for. Therefore you likely do not find it in ISC.
But as he has to order ILMT via Passport Advantage, you might find it in FastPass. But this does not mean that he has installed ILMT.
BTW:
ILMT is mandatory for some software deployments but not for all. For container deployments for example, clients would use the IBM License Service instead.
