the new release for Cognos 11.1.2R  has the option in new/ job, but it is visible just for administrator
even the analytics user has the capabilities for create job they don't have the option "create a new job" short cut in portal (tool bar)
any idea which capabilities give that option?, then i can add the user on only that

The New / Job option is available and visible to users that are member of the predefined Analytics User Role.
Check this KB to make sure you set up security and roles according to the licenses you have: https://www-01.ibm.com/support/docview.wss?uid=ibm10735275. If you follow this procedure Administrators will also be able to monitor license usage via Manage / Licenses.
