First, this is a soft skills leadership problem more than it is a technology automation problem.
It is neither about the schedule nor the onboarding plan - it is about the humans forming the group.
The most effective solution is a leader who understands organizational development. I have worked with all kinds of projects and also forms of onboarding - people do seem to follow Tuckman's Stages. The most interesting being Storming. Research has shown that it is essential that people are allowed to work through the storming stage and that it is not avoided. A good leader will redirect the group to the goals and allow the members to align themselves to how they can contribute to a good outcome leveraging the skills of the group and mitigating the shortcomings of the group. Amazingly I have seen this work with young children, senior citizens, teenagers and professionals in many industries.
Finally, a project has a beginning and an end. It is constrained by time, resources and the clarity of what needs to be produced and delivered. The project charter is often all the "onboarding" that a group of professionals needs to get ready for Project Launch Event. One example of a PMI Project Charter Template can be found here.
Onboarding is a formal process used for long, complex projects which last for years - or for a person to get familiar with a new position. Project Launch Event should provide all the background story, clarity of project governance, leadership, member introductions, resources available and any constraints, imperatives or scheduling concerns.
If your small web-based project is developing a web app or a special purpose website, then I would suggest adopting a project centered approach by focusing on the deliverables. A good Project Team Leader in software development could be A Scrum Master if the agile method of software development is being followed. Since a web-system is user centered, Agile User Stories and Epics are very effective in organizing team members to produce a great product.
Focus on a great Project Charter, Project Launch Event and a preliminary schedule from Launch to Completion. Be clear what kind of project governance is acceptable. If the project is part of something huge or very secure, it may have governance constraints like SAFe.

Project Automation and Team accessible agents, libraries, skills, etc. are in the realm of technology. In your project charter specify the web technologies, namespaces and content. IBM Bob could certainly help Team members with code creation and execution. Perhaps provide links to the tutorials for Bob.
