We recently upgraded to 9.1.9 version and previously, users were able to put manual Verify batches on hold and other team members were able to process them. After the upgrade, team can only see their 'hold' batches , but not others in "Verify' shortcut. However, they do appear in "All" shortcut.

Is there a setting that can fix this issue? 

Most likely the manual for hold or hold setting for shortcut setting on your task. 

Thanks Blue Devil. The settings haven't changed since the older version and the verify shortcut is set to Manual.

Datacap desktop should show both pending and hold batches with this settings. It still does, except for the batches held by other users.

We had the exact same issue with Datacap 9.1.8. IBM at that time confirmed that this issue was reported by other customers as well. They gave us a hot fix.

Also, this was fixed in 9.1.8 iFix02, however I am not sure about 9.1.9. Please open a case with IBM

Probably the same.  Need to add a DcDestkp.ini file.
