QXNM should be returning an E so long as those are the only tokens being compared. Is there a Middle Name, Suffix, or other difference that you see in the data?
If the only two tokens are the First Name and Last Name, your MCC should show Exact, even when they are swapped. The trick is try going to the Compare in Inspector, if using MDM SE, and run a Compare. The detailed breakout that has an "i" will show you where the partial is happening.
QXMN is designed to forgive field placement. So my name, which is misplaced all the time "Tyson|Carter" vs. "Carter|Tyson" would give an mcc=E if those were the only data elements used. If there were middle names or suffixes that disagreed, then you would get an mcc=P for partial.
