The OpportunitySMI is looking for a Software Development Manager to lead the SMILE software development team for the Governmental Services division. SMILE is the financial and accounting system for the State of Georgia's Department of Family and Children Services (DFCS).
SMILE was originally built on Informix, with a green screen interface. Today, it is in the middle of a transformation to a browser-based user experience, with a 3-tier web architecture on virtual machines, developed in Genero, with an Informix database, all running on Red Hat Linux and Apache. Source code management is transitioning to SVN (Subversion).
We are looking for a proven leader who can manage change, while supporting daily operations, in our family-oriented company culture.
Key FunctionsManage people, processes, technology, projects, and change to:
(a) Support SMILE operations and meet contractual deliverables.
(b) Deliver new product functionality and customer change requests.
(c) Modernize the product and technology stack.
Promote SMI's core values and culture. Foster strong relationships, courteous and professional customer service, collaboration, and communication among all stakeholders.
Lead employees and teams, including remote workers, software development vendors, and their offshore associates. Promote diversity and inclusiveness. Manage staff performance, training, and development. Recognize achievements. Balance resources to deliver operations support, customer requests, platform modernization, and risk mitigation.
Refine the software development process with appropriate Application Lifecycle Management (ALM) tools.
Plan, coordinate, and report on projects and operations support (regular tasks and incident response). Maintain a Project Backlog of upcoming work and a Technology Roadmap of anticipated technology upgrades and enhancements. Contribute to the Product Roadmap and direction.
Identify and mitigate systemic risk:
(a) Champion information security best practices for the Governmental Services division.
(b) Optimize and test business continuity processes with the SMI Business Continuity Manager.
(c) Coordinate with regular external audits of software development and operations support processes.
Desired ExperienceDemonstrated experience managing software development teams, projects, and change:
(a) At least 2 years of experience as a Software Development Manager.
(b) Successfully managed at least 1 project, with at least 90 days duration, and 3 or more resources.
(c) Experience in instituting new software development processes and significant organizational change.
At least 5 years of experience as a Software Development Engineer, preferred.
Prior experience or proficiency with web development (in Genero preferred), relational databases (Informix preferred), shell scripting, Linux/Unix, and source control (SVN/Subversion preferred) or Application Lifecycle Management (ALM) systems.
Bachelor's degree in Computer Science or a related field, or equivalent experience, required.
