In Cloud Pak for Data 4.0, the cpd-cli is no longer used to do installs or upgrades. Cloud Pak for Data software is installed with operators. The following section of the documentation walks you through the process of upgrading the platform and services to the latest 4.0.x release:

If you are still looking to install 4.0.2, you'll have to refer to the PDF documentation for that refresh:

However, keep in mind that to obtain fixes, security updates, and new functionality, you must install the latest refresh of the IBM® Cloud Pak for Data software.
