In answer to my own question: we solved the issue with permissions. Working from the new Mange > People > Capabilities on the home page and starting with the Attach Outputs capability we gave custom permissions to 'Everyone' (Read, Write, Execute, Traverse, Set policy); we did the same for the Email capability - top level - We gave 'Everyone' custom permissions (Read, Write, Execute, Traverse, Set policy); that takes care of all four items for the Email capability;
We did this systematically, one change at a time, one person as admin, one set up as the typical user. Hope this helps someone in future!
