It sounds like you may be looking for these features in the wrong place. Wes has provided some good tips. I'll add that schedules are now found on a 'Schedule' tab in the report properties. So from the navigation menu, click the report ... (More) button, select Properties, and then click the Schedule tab.
This video (while outdated showing an older version of the v11 interface) should give you an idea how this works and where to look for these features in the interface.

I believe the Notify Me will only show up in the More Menu ( ...) once you open the actual report you wish to schedule a report and the My Schedules and Subscriptions menu item is under the Profile Icon (person icon) in upper right. I am using 11.1 R1 and that is how it appears in mine.

I am still struggling with Notifications and Subscriptions: we have installed C11 R13, on premises. I have been asked about helping some users with notifications and subscriptions. They ultimately serve the same purpose, but subscriptions are more limiting. I attached a screen shot of documentation we prepared for our users that explains the difference. I hope that helps.
Subscriptions are report views in the users My content > Subscriptions folder. The Subscriptions folder is hidden from the user. Subscriptions are always named "My [Source Report Name]."
By the way, I asked the very same question in a support ticket when we upgraded from 10.2.2 to 11.x because IBM documentation on this is weak.
