We saw this error in 11.1.4 too:
https://www.ibm.com/support/pages/apar/PH18964We found that upgrading on-top does NOT solve the issue.
You need to install the newer version in completely new folders and configure Cognos from scratch -> totally clean install.
That being said we actually have a customer who is facing the same problem (again) - and we are currently investigating if the install was made on-top or in new folders - and if upgrades has been done on the Exchange server that could cause this issue to return.

I was using Argosoft and Lotus notes as email servers but mainly Office Mail to open the files.
I just retested and sent the following report name to 5 email clients:

Outlook gives me an "Untitled Attachment".
Lotus gives me a partly encoded name with 32 of the correct characters.
When you mentioned that you did not see this in R6. Was that also with names longer than 15 characters? I'm trying to narrow down the correct scenario here. I am not aware of any change to our email process between R6 and R7.

I am also seeing this character length scenario in R6 as well as R7.
My original test name in R4 and R5 was as follows:

It displayed the name correctly. I will need to reload those versions to ensure I'm not missing something else.
I am still in the process of testing logging this. We had a couple holidays so some stuff was pushed back.
