@Huginn Ragnarsson The easiest way to fix this would be to have another Cognos System Administrator login to the portal and navigate to the
Administration console ->
Security Tab and select the namespace that your user resides in and locate your user id and click on
Set properties beside your userid
. On the Preferences tab is where the other administrator can change your current style.

@DENNY NAREZNY this is what I see when I open the Administration Console, when I press the broken icon next to the refresh icon nothing happens except the text "My Preferences" appears at the bottom of the page to the left and there is nothing for me to click.

@Huginn Ragnarsson Login to the Cognos Portal and select Manage -> Administration console... On the Administration page near the top right you should see the log off, Refresh icon and My Preferences. Select My preferences and under the General tab is where you would change the Style
Screenshots attached for reference.

I'm the user in question.
I've tried it on other machines and the problem appears there as well and I've tried it on my machine with another user and then everything works fine which points to it being a "profile" issue. My user has the highest level of privileges so I know that's not the issue.
@DENNY NAREZNY what did you mean with "The user can check if they have a custom style by loading the Administration page and going to their My preferences and under General what style do they currently have set"? where should this be done?
I changed the style I had in Cognos 10 from the custom one we had to the "Classic" one but that had no effect. I also assume that the change would have to be made in Cognos 11 but I've not found those settings anywhere.

With Cognos 11.1 we have one user opening a cube view in Powerplay Studio and the view looks like this.
Looks the same in all browsers Edge, Firefox, Chrome. Not a problem with other users. As this is across all browsers its does not seems to be a browser compatibility issue. Any suggestions?
