User receives AAA-SYS-0001 error while logging in

    I hope one of the experts online can help with this.  I have a user logging into CA V11.1.3 and they receive 'AAA-SYS-0001 An internal error occurred' message on IE and also on Edge (chromium). Our server is Windows Server 2016 with 32 GB of Ram.  Currently the ram usage is at 44% so I don't think its a resource issue. This user was logged in yesterday and working without issues.  Everyone else has been able to log on but this person is now locked out.
    Prior to 32GB this person received this same error and usually I would restart the Cognos service to get him access again. That error hasn't happened for a long time. Now its back and I can't find any help on IBM site that looks to help.
    Has anyone had this issue?  Do you know what causes it?  How did you solve it going forward?

    I really hope the combined expertise of the community can help me solve this.
