I can confirm that Planning Analytics Workspace is NOT currently supported on Windows Server 2019. It's supported on Windows 2016, RHEL 7, and Cent OS only. No specific date for Server 2019 support, but it is on our roadmap. There is some development work to make this happen (it's not just a lack of testing on our end).
In regards to the question about PVU, I'm pretty sure the answer is that only PVUs are counted for the system(s) running the TM1 databases. I suggest reaching out to our sales team to confirm.

1. Is Planning Analytics Workspace PVU-based or User-based licensing? Is there any licensing restriction on amount/type of CPU that can be allocated to this server (if this server is dedicated to Planning Analytics Workspace only) and whether the server is physical or virtual?
