I have tried this out a couple different ways, new Jobs and existing, but I don't see any issue. Can you give me a screenshot where you are seeing this? Or any more info?

A fix for this issue did not make it in the most recently released fix pack but is targeted for the next fixpack. We don't have an ETA for the next fixpack but I will relay any timeline I can for this in the new year when it is available.
I also looked back at the issue and see that the Default Job Steps do apply to the reports if you use the Classic UI.

Yes, the default settings in the job for the email are not working on 11.1.7. In the previous version (11.1.5), I was able to set the cc and body message for the JOB. Extremely disappointing, and now I am starting to understand all the criticism to IBM about product bugs. In a new release, they broke functionality that was working fine in the previous version.
