This generally means the user does not have a subscription assigned using the user invitation process.
You can check user invitations without logging into planning analytics at
https://myibm.ibm.com/dashboard/The person logging into the dashboard must be the account administrator of the organization for which the subscriptions get assigned.
If that doesn't work, please use support
