Saw this once recently - it wasn't just with PDF but with all saved reports. The solution was to reconfigure IIS using the latest CA IIS config script and then all the drill-throughs on the saved reports worked again. Let us know if you try this and if it helps.

We have upgraded from Cognos 11.0.11 to Cognos 11.1.1.
Drill-through stopped working in all PDF format reports. Drill-through in HTML reports works fine.
