1: Using the build-in Explorer Role is sufficient enough to have these capabilities. (its none admin)
Because this is a migrated environment, we do not have this role available. So I can't test this.
2: Permission in the SOURCE is set to "write"
The user is able to creating Datamodules, add/update Excel, use Dataservers ...
The only missing point is the "Reload metadata" from a relational data source while creatin a data module.

Then you must have the read/traverse/right on the SOURCE where the data module is connecting with.
Test this with an upload of an excel by the same user, you will see its will update then.
Go to your datasource/dataserver connection and select the DB that you want to use and add the explorer role or just everyone on it. (looks like your on a test environment sow you can test it out).

Hello Community. We would like to allow some modelers to update the metadata of a data source. How can this permission be granted for a specific user role?
We have first used the Cognos role "Modeller". However, this role is listed as administrator in the licenses.We would like to control the rights ourselves via new roles.
