For the performance issues, you might need to re-evaluate the design of the report. There are pretty significant changes between 11.0.x and 11.1.x. I'm not sure if you're using CQM or DQM but we (using CQM) had to redesign a LOT of reports when we migrated from 11.0.13 to 11.1.5. With later and later versions of Cognos IBM is trying to push more of the processing down to the database server, which I think is a good thing. But we were also seeing a lot of cases where Cognos was choosing to pull all the data to the report server using individual queries and then do all the filtering / merging on the report server that it was not doing in 11.0.x. You can see if it's doing that when you generate Native and Cognos SQL and see if there's a big difference between the two.
Now we are in the process of trying to migrate to DQM (still on 11.1.5) and are having to rewrite many MANY more reports due to the new restrictions in DQM. In the end I think things will be tighter and more consistent but the process is slow and painful!

Hi recently I migrated from cognos 11.0.13 to 11.1.7 fp2 on windows server 2016-used same content store, audit db, cognos security -active directory.
I have 2 issues after upgrade
1. When user choose to run the report, it takes long time to render the prompt page than previous version...
Able to see a significant drop in performance . I also tried to run the content administration task "upgrade reports" to ensure the upgrade refelcts. But same result -performance Is very bad
2. User gets an error " unable to load the page. Instead displaying the home page" when the prompt page is about to be rendered and doesn't allow to navigate to home page and gets locked. This erro happens random and after 2 or 3 attempts, same user able to run the report. Attached the screen shot.
Any solution to this issues ?
