I have a message out there too regarding this problem. I can duplicate exactly, as you stated, however, if I build a new package, with the same meta data with different name, it works fine. If I attempt to modify the package that is having problem, and republish it, still get same message. This is only in reporting, everything else works fine, I can even enhance the package. HELP!!

A user recently reported that metadata was not available when editing a report in Cognos Connection (v11.0.13.1). The report is still correctly running, but there is no availability to add in new items from the original source data when editing. This message appears for all users including administrators. The images attached show the Metadata not available message and the data tab where the current report items are still available. We have a temp workaround where we can add a new query and use SQL to pull in data, but we'd like to know if anyone else has had this issue, how it was resolved, and causes if known.
Additional info:
Windows server & Cognos services were restarted after issue reported with no change.
No known changes to the source tables/data.
No changes to server or Cognos configuration.
Have not attempted to re-publish FM packages in production.
Development server is not having same issues on identified reports/packages. However, a new package was published today and the admin who published can see source metadata as expected. The other admin gets the Metadata not available message when attempting to create a new report on the new package. Both admin user access is the same and model security is set to Full for these users.
