    Hi There

    We faced below error after Cognos upgrade to Analytics 11.1.4 in our Production environment.

    We upgraded the environment and migrated to AWS cloud.

    Below error we got in both production and Development environment.

    In dev, we have one primary active CM and secondary standby CM, but suddenly we got below issue in active CM so we had to install one more CM in another server and made that primary CM.

    In Production : - Our active CM were up but don't why standby CM started negotiation  to become active and at the end environment went down. After restarting again, same  is happening so we installed new server with primary CM and started environment.

    Issue - CM-REQ-2378 A request was received to start the negotiation process to determine which Content Manager instance should become active

    Could you please assists here !!

    If there is no configuration issues, you can follow below sequences
    • Shutdown everything
    • Start primary CM
    • Start dispatchers and Validate environment
    • Start Secondary CM and monitor registration messages

    We have tried this way of restart also but after sometime secondary CM becomes start to negotiate to become primary even primary is up and running then environment become down

    Can you install a dummy install ( primary cm, secondary cm and a dispatcher ) on AWS to see if that works. Not the instance which you are using but a default one with just the sample ones. 
    you have two items to consider here : upgrade and cloud. 

     As per AWS cloud is concerned, autoscaling treats each instance equal. although that may be true with webservers/Appservers but with CA, dispatcher instance is no good without CM instance unless you are using some kind of reserved instances.

    to rule out the upgrade, have you tested the instance after the upgrade or migrated immediately after the upgrade.
