I think I have solved this issue.
It seems like that there is a difference between a data source connection that has been added in Cognos Administration and a data source connection added at Manage->Data server connections
We have a lot of customers that migrated from Cognos 10 to CA11.0.x Normally they use the existing data source connections and enable the JDBC driver tab to use the new functionality
If add new data source connection the new way and give the concerning user group Write rights on this connection than it works:)

The screen shot helps. There should be a log message with more information in cognosserver.log for the MSR_GEN_0071. There are a few things that have caused this in the past. This is going to need a deeper investigation, can you please open a support case? If you already have, please send me a personal message with the case # and I will follow-up with support.

A user with the user role Analytics Explorer has created a datamodule with a data server source in CA11.0.13.1
Now the database model has changed and he wants to refresh the meta data but this proces fails with an error message.
At this moment only the Cognos Administrator with the user role Analytics Administrator can succesfully load the meta data again.
I have checked all the rights for the concerning capabilities but I have no clue why this proces fails?????
