Distributed Tracing 3.9.0

Distributed Tracing Platform 3.9 is provided through the Tempo Operator 0.20.0 and based on the open source Grafana Tempo 2.10.0.

Support for OCP versions 4.14, 4.16 through 4.21.

New features and enhancements:

• This release upgrades the Red Hat Universal Base Image (UBI) to version 9.
• This update adds a network policy option to the TempoStack CRD, allowing the Operator to reconcile network policies across all components. The option is enabled by default.
• This update enables overriding Operator configuration using environment variables through the OLM Subscription resource, without modifying ConfigMaps. The --config flag remains available for custom configuration files if needed.
