Support for OpenShift Container Platform version 4.14 and later.

This release of Red Hat OpenShift Service Mesh includes ServiceMeshControlPlane resource version 2.6.12.

Fixed issue:

Before this update, the Kiali operator always set cluster_wide_access=true, giving Kiali cluster-wide permissions even in restricted SMCP mode. With this release, the operator sets it correctly based on the SMCP mode, so Kiali permissions now properly match the service mesh configuration.
