I'd guess that this registry key modification is done by some custom fixlet/action that changes the proxy settings on the user's computers.
Bigfix Agent log (C:\Program Files (x86)\BigFix Enterprise\BES Client\__BESData\__Global\Logs\xxx.log) would be the place to start with.
Please check which actions becomes Relevant upon agent restart....
At last, please verify if this proxy issue is not some kind of aftermath of your previous thread:
