Decision Management (ODM,ADS)

I need to use an older version of Eclipse (2019.09) because this is the last one which supports RTC plugin.
But the Liberty Eclipse plugin that we can find today in Eclipse Marketplace is working for 2020 version only. Where can I find older versions of the Liberty Eclipse plugin that would work with Eclipse 2019.09 ?
