We have done multiple UI changes for Health for a customer. Although IBM is recommending 16Gb of space (as the bare minimum), our experience is that for Desktop Graphite apps like Health (and that is an extensive example) the bare minimum is to run Docker or Podman with at least 8 cpu's and 32 Gb of memory. What also helps is to collaps the design viewer in MAF-Tools (since this consumes some resources as well and reduces the performance of MAF-Tools.
Some examples we did with MAF-Tools using 8 cpu's / 32Gb Memory:

Team,
I am trying to publish the modified changes in Maximo Health UI screen on Maximo Application Server using MAF Tool and Its getting failed due to out of memory error. I am using podman server with IBM recommended hardware configuration (16GB RAM).
Note : I am successfully able to preview the changes and If I manually update the controller files every time, there is no error but when I am trying to copy past the same file in other maximo instance its getting failed.
Is there any specific process to migrate the updated files in higher environment. ?
Please suggest !!
