Great question - the short answer is YES, but there are a number of variables within your query.
IBM APM represents a suite of tools with varying subsets that have grown from a range of Application Performance and System Monitoring products within the IBM portfolio.
Identifying the specific products that interest you, or combination of products required for an organization to comprehensively monitor their internal and B2B communications requires some analysis.
The IBM Control Center service is the default means to monitor Sterling products (B2B Integrator/File Gateway, Connect:Direct, Connect:Enterprise, etc.). IBM Control Center requires the proper agents/configurations depending upon your product(s), and can be configured to send alerts to tools in the APM suite (which includes products formerly in the Tivoli brand).
One of the most common issues that our Enterprise Customers bring up is monitoring. We rarely see customers who are entirely happy with their monitoring solutions.
